Sounds a lot like bug 1235162 which was fixed yesterday. Can you please
try with udev 204-0ubuntu16 and check if it's working now?

  [udev] saucy botching network configuration

Status in “systemd” package in Ubuntu:
  Incomplete

Bug description:
  saucy network configuration is behaving strangely.  i've installed
  saucy via netboot, selecting openssh-server only.  saucy netboot found
  and used my cable modem just fine, but the network configuration it
  installed does not find my cable modem.  precise works fine, so i
  brought forward /etc/network/interfaces and /etc/udev/rules.d/70
  -persistent-net.rules from precise.  surprisingly, this didn't work.

  details below.  precise properly obtains an address for eth0 from the
  cable modern.  saucy doesn't, and inserts a bizarre local address
  instead.

  under precise, which works:
