Doug,

If you mean "starts" rather than "restarts" (i.e. there is no shutdown
involved) then that's what this bug should be about.

I'm only talking about shutdowns, per duplicate bug 1218724.

  As described, one sees a 'mosaic' of what's in vram instead of
  plymouth splash. Restarts take longer than usual with u-s-c so the
  disturbed screen may be mis-leading to users
