Yes, this failed due to the lack of lilo configuration file.

Bug description:
  I was attempting to install an encryption package for claws-mail.

  I suspect that the installer tripped over a leftover error from a
  previous run.  Lilo is installed, but there is no configuration file
  in the standard place (deliberately).
