[Bug 1251972] [NEW] kubuntu upgrade fails to upgrade from 12.10

Public bug reported:

trying to upgrade from 12.10 using the graphical popup fails.
also tried running from the shell, with same result

Error message:

Could not calculate the upgrade
An unresolved problem occured while calculating the upgrade. This can be cause by * Upgrading to a pre-release of ubuntu * Running the current pre-release of Ubuntu * unofficial software packages not provided by Ubuntu If none of this applies, then please report this bug ising the command 'ubuntu-bug ubuntu-release-upgrader-core' in terminal.


as far as I can see it tries to upgrade from 12.10 to 13.10, while many times when I've skipped upgrades it wanted to upgrade to the next version.
