[Bug 1251719] [NEW] Impossible to upgrade from 13.04 to 13.10

I have been trying to upgrade from Ubuntu 13.04 to Ubuntu 13.10 for a
month already and I can't. I guess, that my problem is the same of this
bug: https://bugs.launchpad.net/bugs/1212025 , and despite its current
status is Fix Released I am still unable to upgrade, I have tried to
delete old files from /etc/apt/ , delete all the stuff of
/etc/apt/sources.list.d/, updating apt-clone, but nothing worked.
