You can get this by using the GRUB_TIMEOUT option in /etc/default/grub.

Status in “grub2” package in Ubuntu:
  Invalid

Bug description:
  On my Jaunty install grub shows on start up a message "press ESC to
  enter GRUB menu" with a countdown of 3 sec. In Natty there is no such
  message, I had to google to find out i have to press SHIFT.
