[Bug 1176559] [NEW] Restarting to update, Shutdown option

Public bug reported:

After updating using Software updater in ubuntu 13.04, Restarting to
complete update shows the new shutdown option "Restart/Shutdown" Dialog.

whats expected is that it should show a warning to save data before
restart and not the shutdown dialog.
