To install debug packages you should follow the instruction posted on this page:
https://wiki.ubuntu.com/DebuggingProgramCrash

They are located on another apt repository.

Title:
  No debug package for coreutils

Status in “coreutils” package in Ubuntu:
  Invalid

Bug description:
There is no package with debug symbols for coreutils (e.g. /bin/ls),
nether a *-dbg nor a *-dbgsym version on http://ddebs.ubuntu.com.

Coreutils is one very important package and should have either debug
symbols not stripped out or debug symbols provided in external
  package.

  I am running a Maverick 10.10 here.

  apt-cache policy coreutils
  coreutils:
    Installed: 8.5-1ubuntu3
    Candidate: 8.5-1ubuntu3

I expected to find a package named coreutils-dbg or coreutils-dbgsym.

Instead no such package was found
