  make background work on when !gnome-settings-daemon

Status in “ubiquity” package in Ubuntu:

Status in “ubiquity” source package in Raring:
  Confirmed

Bug description:
  if g-s-d is present background will be drawn.
  On lubuntu/xubuntu-based there is no g-s-d, hence we need some other way of drawing the background.
  Either use native desktop wallpaper setters, or use something like feh / qiv / xsetbg.
