[Bug 1131151] [NEW] make background work on when !gnome-settings-daemon

if g-s-d is present background will be drawn.
On lubuntu/xubuntu-based there is no g-s-d, hence we need some other way of drawing the background.
Either use native desktop wallpaper setters, or use something like feh / qiv / xsetbg.
