Firstly, this doesn't seem to be an issue with the documentation, more
like one with "apt". Second, the "Assigned to" blank should only be used
if you have the necessary means to fix the issue. In general the
original reporter shouldn't assign anyone to the bug, unless they
themselves are intending to work on it. Leaving that spot blank allows
the suitable person to assign themselves. If you do fully intend to fix
this issue, feel free to reassign yourself after this has been marked
against the correct package.
