Um, I have no idea why you think that "cal -m5" working is equivalent to
"cal aug" working. This shouldn't be marked WontFix for that reason.
This bug is a UI issue, not a functionality one. "cal aug 2013" works
fine.

As for the second comment, I'd be happy to report it upstream if you
could tell me where exactly upstream is. I have no idea, the man page
doesn't list anything useful, and the wiki page you mention,
https://wiki.ubuntu.com/Bugs/Upstream/bsdmainutils returns 404.

  Won't Fix

Bug description:
  I find myself frequently typing a month without the year to get that
  month of this year. Cal defaults to this month, this year, would be
  nice if it defaulted to this year when I just gave it a month instead
  of returning syntax error.
