"cal -m5" works.  It's not quite what you are asking for but I guess it
works well enough for a wontfix setting.

Status in “bsdmainutils” package in Ubuntu:
  Won't Fix

Bug description:
  I find myself frequently typing a month without the year to get that
  month of this year. Cal defaults to this month, this year, would be
  nice if it defaulted to this year when I just gave it a month instead
  of returning syntax error.
