I'm marking this 'Won't Fix' because of the aforementioned licensing
issue where the files cannot be included with the package. The MS fonts
are optional and some of them have free alternatives (liberation fonts).
I hope it did not affect your experience and that you can get them the
next time you're connected to the net.

Title:
Ridiculous "download extra data" just after release upgrade. Should
  download EVERYTHING prior to install

Status in “msttcorefonts” package in Ubuntu:
  Won't Fix

Bug description:
I started the upgrade from ubuntu 12.10 to 13.04 while I had a fast
  internet connection.

After the "getting packages" phase, when packages were already been installed, I disconnected to the internet and moved the laptop.
After the installation process completed, the computer restarted, and then I got this message (see attached screenshot).

This is ridiculous. Why should it wait for packages to install and
then request to download extra data?!? All files needed for the
upgrade should be downloaded at once prior to starting the
  installation.
