[Bug 1210696] [NEW] Ridiculous "download extra data" just after release upgrade. Should download EVERYTHING prior to install

I started the upgrade from ubuntu 12.10 to 13.04 while I had a fast
internet connection.

After the "getting packages" phase, when packages were already been installed, I disconnected to the internet and moved the laptop.
After the installation process completed, the computer restarted, and then I got this message (see attached screenshot).

This is ridiculous. Why should it wait for packages to install and then
request to download extra data?!? All files needed for the upgrade
should be downloaded at once prior to starting the installation.
