And what does the output of the following command return?

1) cat /etc/update-manager/release-upgrades

I'm guess that "Prompt=lts" which means that it is only checking for a
new LTS release of which there is not one.

  Xubuntu doesn't show a notification icon for new version of the system

Status in “update-notifier” package in Ubuntu:
  Incomplete

Bug description:
  When there's availables updates of packages, Xubuntu shows an icon on
  the panel that notify that, and allow you to install the updates,
  check updates or open the update manager. But, when there's a new
  version of Xubuntu there's no icon that notify that, nor the regular
  icon with a new option to update the system. To see if there's
  available a new version of the system you have to open the update
  manager to see it, but if you update your packages just clicking on
  "install updates" in the icon, you never know that there's a new
  version of the system (unless you check news about Linux and stuff
  like that).
