You will not be able to intuitively switch keyboard layouts during each of the installer steps.
See https://wiki.ubuntu.com/Ubiquity/KeyboardBug for references to some layout switching bugs at every page of the installer.
But indeed you can choose a keyboard main locale (first page) and main keyboard layout (between timezone and user setup) independent of each other. After the installation, one can easily setup additional layouts and switch between them using keyboard shortcut or indicator.

Ubuntu 13.04 daily April 7
When starting a new ubuntu installation and set the language to English, there will be no questions about keyboard layout.
i think to have to go to an icon above to change the keyboard layout is not intuitive and should be part of the selection process instead. You could always accept the default values.
I particularly use English as the language but I'm on a computer that has a Swedish keyboard most of the time. Some times I do have to use Brazilian keyboards...
It may seems a corner case but there are several people that uses English as the default language and a NOT English keyboard!
Make it intuitive, stop to complicate things! Stop to assume!
