Oh, in fact, ubuntu-release-upgrader-core wasn't installed.  That would
be a simple matter of an extra Depends to fix.

  Occurs both on amd64 and i386 server upgrade from precise to quantal
  (latest 20120911)

  The following files are left

   /etc/update-manager/release-upgrades
    /etc/update-manager/meta-release
    /etc/update-motd.d/91-release-upgrade
