This should have been taken over by ubuntu-release-upgrader-core.  In
fact I suspect it probably was and dpkg just hasn't noticed.

Bug description:
  Occurs both on amd64 and i386 server upgrade from precise to quantal
  (latest 20120911)

  The following files are left

   /etc/update-manager/release-upgrades
    /etc/update-manager/meta-release
    /etc/update-motd.d/91-release-upgrade
