This bug was fixed in the package base-installer - 1.122ubuntu11

base-installer (1.122ubuntu11) quantal; urgency=low
* Move debconf templates relating to kernel installation from
bootstrap-base to base-installer (LP: #1049011).
* Allow live-installer to override the title template used by kernel
installation code.

Bug description:
Quantal server iso's 20120911 i386 and amd64
Both amd64 and i386 fail on a vm to install and go into a loop of
complaining 'Unclean target file system' -> Installing the system
(goes upto 'running partman-md') -> Ubuntu Installer main menu.
