[Bug 1048464] [NEW] "Edit partition" dialog uses the same title as "Create partition"

Public bug reported:

1. Click a partition in the advanced partioner.
2. Click the Change button.
3. The dialog that pops up has the title "Create partition"

It should instead say "Edit partition".

Or if we're following the spec, it should be "Change Partition" and the
new partition dialog should say "Add Partition". At least as
demonstrated in the LUKS section.
