[Bug 1065304] [NEW] update-manager hangs trying to install downloaded packages

Public bug reported:

update-manager hangs trying to install downloaded packages. I can't
install or uninstall anything.

I tried: sudo dpkg --configure -a
And get this: 

[sudo] password for simplehuman:
