I am reassigning this bug to the software-properties package, as that is the one containing the software-properties-gtk, which should open when the Software sources menu item is clicked. It works if software-properties-gtk is uninstalled because synaptic has it's own software sources dialog to use as fallback if software-properties-gtk is not available.
However to be able to tell why doesn't software-properties-gtk start, could you please try and run it (software-properties-gtk) from the Terminal and let us know whether it starts up correctly, and if not, paste the messages from the terminal in this bug report. Thank you.

  This is similar to bug 292691,  but the difference is that synaptic works if software-properties-gtk is uninstalled.  I'm not the only one with this problem since it was discussed here:
