Scott's explanation from 2010 was correct.  The file gets removed after
mountall exits, which it does only after it mounts all auto filesystems
listed in /etc/fstab or after something kills the mountall process.  If
you're seeing /forcefsck still present after multiple reboots, you
probably have a buggy /etc/fstab.

  Binary package hint: mountall

  When forcing a fsck, the /forcefsck file never gets removed.

  This may be related to the fact that I have an nfs mount in my fstab
  which is not available at the moment. If so, remote mounts that fail
  should not cause the post-stop script to get ignored.
