Status in “mountall” package in Ubuntu:
  New

Bug description:
  The migration of /var/run to /run and /var/lock to /run/lock may fail if 
  /var/run is part of the root filesystem

  The bug is in /etc/init/mounted-var.conf and here the line

  start on mounted MOUNTPOINT=/var

  it should also do its work if /var is part of the root file system and
  not a tempfs
