  telinit fails to switch runlevels

Bug description:
  telinit fails to switch between runlevels.

  1 - From the desktop, running 'telinit 1' brings me to a black screen telling me that pulse and bluetooth are shutting down, but then freezes there.  
  Expected single user mode (i.e. friendly-recovery menu) or at least a root prompt.

  2 - From recovery mode, if I drop to the root shell and run 'telinit 2' I get placed into the TTY with the root prompt and a text user login prompt competing for input.
  Expected LightDM to start.
