This is entirely a documentation update, so the risk to the distro is
nearly zero.

manpages package delta:

removes 2 lintian errors:
-W: manpages: manpage-has-bad-whatis-entry usr/share/man/man7/operator.7.gz
-W: manpages: manpage-has-bad-whatis-entry usr/share/man/man7/sigevent.7.gz

adds 2 new man pages:
-rw-r--r--  root/root   /usr/share/man/man4/cciss.4.gz
-rw-r--r--  root/root   /usr/share/man/man4/hpsa.4.gz

manpages-dev package delta:

adds 1 new man pages:

-rw-r--r--  root/root   /usr/share/man/man2/recvmmsg.2.gz
-rw-r--r--  root/root   /usr/share/man/man2/setns.2.gz

See the earlier upstream changes file for list of updated manpages in
both packages.

Bug description:
  The 3.35 manpages were updated in Debian in December, and contain
  various updates, including current information on process
  capabilities. Given this is an LTS, I think this information should be
  as up to date as possible.
