Not sure I understand the problem so marking as Incomplete.

So you are saying the manual partitioner complains when you don't have a root partition?
This sounds like the expected behaviour, one needs to at the very least create a root (/) partition before installing.

We don't have a magical way of knowing where to create it for the user
(that's after all why he chose the manual partitioning), so I believe
the current behaviour is fine. Anyone going into that mode should know
what a root partition is and should be able to figure out where to best
put it on their disk(s).

Bug description:
  When creating partitions manually Ubuntu complains about no root
  partition defined, but root partition name is shown in combobox when
  opening partition properties. To work, it should be selected
  explicitly.
