This is probably not a bug in plymouth itself; it's more likely to be a
bug with either grub or the kernel video driver.

Can you reproduce this flash when holding down the shift key at boot to
get the grub boot menu?  If so, does the flash happen before the boot
menu is shown, or only after you select the kernel to boot?  If it
happens after selecting the kernel, about how long after hitting enter
do you see the flash?  (A stopwatch may be helpful here)

This issue may be specific to the eeePC, since the video driver here is
the same intel video driver used for many other systems and there aren't
any other reports of this.

Bug description:
  During bootup of Ubuntu 12.04, there is sometimes a bright flash on
  the screen, before the Ubuntu logo appears.

  It doesn't always happen, but when it does, it starts as a bright
  border around the outside of the screen. Sometimes that's all that
  there is; at other times it will include more of the screen, even the
  entire screen.

  It actually happened this time I booted, though not very
  spectacularly, so there might be some useful information in the
  attached files.

  If images are needed, I can provide those, but as it doesn't happen at
  every boot, I need to video the bootup sequence until I get one.

  The first time it happened, early in the Precise development cycle
  (maybe earlier), I was anxious that it might be damaging to my screen.
  I imagine then that it might worry unsuspecting new users as well.
