Ubuntu 10.04.4 LTS Server. 
Same problem with static DNS.

  Settings dhcp in /etc/network/interfaces does not create
  /etc/resolv.conf

Status in “resolvconf” package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: ifupdown

  (Lucid beta) When using dhcp configuration in /etc/network/interfaces,
  the client receives an IP address, but can not resolve hostnames.
  /etc/resolv.conf is missing.

  For example

  # The primary network interface
  auto eth0
  iface eth0 inet dhcp

  Steps to reproduce:
  - Boot Ubuntu
  - /etc/resolv.conf is missing (and NFS shares like hostname:/ will not be mounted.)
