[Bug 946166] [NEW] 11.10 upgrade to 12.04 beta FAIL

Hi Guys:
I tried to upgrade to 12.04 yesterday, and follow the steps in ubuntu.com.
but, unluck, fail every times.
I can't even run update-manager -d :(
I am a chinese local user.

I don't know if is a bug or something, I tried to change the local sever
from hongkong to united stats, then to main server, issue keep
happening.

can you guys help?
