Thank you for reporting this issue. It actually sounds like a kernel
problem relating to your specific hardware as opposed to an issue with
Upstart. Re-assigning to the Linux kernel.

shutdown causes a reboot

Bug description:
shutdown -h now, shutdown -P now, /sbin/poweroff, init 0, clicking the
various buttons on the screen, or clicking shutdown after pressing the
power button all cause a reboot. reboot reboots as expected.
this is a fresh install of 12.04 32 bit. After installing from USB i
did an apt-get update and then and apt-get upgrade and then sudo
shutdown -h now rebooted.
The reason for the fresh install was because I had ths problem.
