[Bug 1026681] [NEW] shutdown causes a reboot

You have been subscribed to a public bug:

shutdown -h now, shutdown -P now, /sbin/poweroff, init 0, clicking the
various buttons on the screen, or clicking shutdown after pressing the
power button  all cause a reboot. reboot reboots as expected.

this is a fresh install of 12.04 32 bit. After installing from USB i did
an apt-get update and then and apt-get upgrade and then sudo shutdown -h
now rebooted.

The reason for the fresh install was because I had ths problem.
