Okay, I'm seeing this today.  I think it is because the first package in
the list of security updates is highlighted which then moves the list
down.

  As seen in the attached screenshot, "Important Security Updates" (or,
  is not shown when you bring the dialog up initially. When scrolled
  upwards, the headline becomes visible.

  This was not the case in earlier versions of Ubuntu, IIRC.
