I was unable to recreate this on 12.04 using the Ambiance theme.  I was
both able to see Security Updates and the scrollbar.  What theme are you
using?

Bug description:
  As seen in the attached screenshot, "Important Security Updates" (or,
  is not shown when you bring the dialog up initially. When scrolled
  upwards, the headline becomes visible.

  This was not the case in earlier versions of Ubuntu, IIRC.
