Title:
  cannot override "hw-detect/load_firmware"

Status in “hw-detect” package in Ubuntu:
  Invalid

Bug description:
  Upon setting the following in a preseed file:
  d-i hw-detect/load_firmware boolean true

  I still get prompted to answer this during an installation of 12.04.  In the log, I see the following:
  May 25 19:55:33 check-missing-firmware: missing firmware files (brcm/bcm43xx-0.fw) for brcmsmac
  May 25 19:55:35 debconf: --> SUBST hw-detect/load_firmware FILES brcm/bcm43xx-0.fw
  May 25 19:55:35 debconf: Adding [FILES] -> [brcm/bcm43xx-0.fw]
  May 25 19:55:35 debconf: <-- 0
  May 25 19:55:35 debconf: --> INPUT high hw-detect/load_firmware
  May 25 19:55:35 debconf: <-- 0 questionwill be asked
  May 25 19:55:35: debconf: --> GO

  I expect to not get asked this question during the installation since
  it is preseeded.
