Yes, since this question is asked before the preseed file is processed,
you must preseed it on the kernel command line and not in a preseed
file.

Bug description:
Upon setting the following in a preseed file:
d-i hw-detect/load_firmware boolean true
I still get prompted to answer this during an installation of 12.04. In the log, I see the following:

I expect to not get asked this question during the installation since
it is preseeded.
