It's already pulled in by unity, so it's a transitive dependency.

** Changed in: ubuntu-meta (Ubuntu)

Title:
  indicator-sound isn't in the ubuntu-desktop metapackage

Status in “ubuntu-meta” package in Ubuntu:
  Won't Fix

Bug description:
I screwed some stuff up that required me to reinstall the ubuntu-
desktop package, and I realized that indicator-sound wasn't installed
along with it. I had to install it manually (after trying to figure
out which package it was that was responsible for my now-missing
  volume icon).
