The format option only applies to partitions, not the whole device.  To
use it you must select a partition.

Bug description:
  Binary package hint: parted

  Using Gparted I am unable to format anything. Not hard drives, USB-
  sticks, SD-cards and so on. Nothing!

  Rightclicking on a device, the "format to" is greyed out. Did a clean
  install om Ubuntu 10.04 64-bit and it did not help.
