Hi Matthew,
Yes I beleive it should be persistent in the entire experience. why?
because that's what we've come to expect of an online store experience.
Silly I know. But we've made a lot of other design decisions based on
this same mentality.
You may find it a stuggle to understand why I beleive this is useful.
But I find it a struggle to see why having it would detract from the
experience you describe. By implementing, you lose nothing, but I gain
everything. Selfish? yeah probably.
I reported this as others on omg ubuntu have expressed the same
need/want (thread attached in my credit to the screen shot taker)

Bug description:
Ubuntu 11.10
Software Centre 4.1.21
Category sidebar is only available on main page. Any subsequent page
shows only content with no navigation. To navigate you must use back
or forward buttons.
No way to go directly from 'Accessories' category to 'System' for
example. You must first click 'back', or 'All Software' to reveal the
categories sidebar again. As per attached screenshot
