Can confirm that bug for Oneiric Beta2 with all updates (upgraded from 11.04). Or maybe it is another bug? Quick search displays only a.... to f.... results, no packages for g..... to z..... package names.
sudo update-apt-xapian-index didn't work too.

Bug description:
  Well this is a really strange bug that occurs to me on a freshly installed Ubuntu 8.10 RC.
  The search tool as well as the quick-search tool does not work.
  Check out the screenshots for evidence!

  WORKAROUND: 
  Could you please open a terminal and run "sudo update-apt-xapian-index" and restart synaptic.
