Thank you for taking the time to report this bug and helping to make
Ubuntu better. We are sorry that we do not always have the capacity to
look at all reported bugs in a timely manner. There have been many
changes in Ubuntu since that time you reported the bug and your problem
seems to be fixed with one of the updates, namely revision 237 of Update
Manager, at http://bazaar.launchpad.net/~ubuntu-branches/ubuntu/oneiric
/update-manager/oneiric/revision/237 . It would help us a lot if you
could test it on a currently supported Ubuntu version.

Bug description:
Binary package hint: update-manager
Seems to be a minor problem, but still. I have had it several times.
When it takes a while to download a description of a change in a
package, the Update Manager window says "Downloading list of changes".
If this takes a while and you press "Install" before the list of
changes is downloaded, the message is displayed even if there are
nothing shown in the list box, when everything is installed.
