Thats the point: universe and multiverse are NOT the default for a
reason. E.g. some packages in multiverse are illegal in some countries.
It's not even completely clear if you can tell someone a package name
without being counted as helping in breaking law in some (not all WIPO-
members are equal, might be that you have broken the law more times than
you think).
(Beside, that if we ignore this it fails big-time as soon as Versions
are involved in dependencies as different repositories provide different
versions and which one should be suggested for enabling then? The first,
at random, all?)
The user has enabled a PPA - so its the job of the PPA to tell the user
that he has to enable more repositories to be able to use the PPA. End
of the story - and absolutely no guesswork needed.
Its otherwise like handing out bonuscard, but telling nobody how they
can be used. You have to guess where you can use the card and the
cashier will tell you after the buy if your guess was correct… Your
wallet, even if it stores multiple of these bonus cards is not the right
tool to help you in finding out which cashier will accept the card…

Wine needs some packages from multiverse and universe repo. If these are not enabled then apt-get will report an issue. If the command can recognise these are required then automatically offer to enable the repo then this can be avoided. Please see:
