In my opinion the problem in

caused by the following fact:
The standard repositories distinguish between main, universe, restricted and multiverse.
As far as I know PPAs and their contents are not classified in the same way.
A package in a PPA can have dependencies from all four categories of the
standard repositories. I did not find any place where I can easily see
if a package in a PPA depends on any package that is contained in the
universe or restricted or multiverse repositories, except by going
through the dependencies and checking their location one by one.
So it seems to me that the following recommendation has to be given:
Whenever you enable a PPA, the only reasonable setting is to have all
four categories of the standard repositories (main, universe,
restricted, multiverse) enabled as well (unless you want to check
dependent packages one by one).

Wine needs some packages from multiverse and universe repo. If these are not enabled then apt-get will report an issue. If the command can recognise these are required then automatically offer to enable the repo then this can be avoided. Please see:
