[Bug 809797] [NEW] Sort available packages by rating

Note: This is a wish-list request and not a bug. I think more sorting
possibilities like being able to sort by rating High/Low would make
Ubuntu Software Center even better and more user friendly. Packages with
good rating also deserves to come higher up in results than packages
with a lower rating.
