I don't know who "we" is, but in any case I don't think that's related
to whether the bug report is valid. If there's an *.ubuntu.com site that
particular people should be able to fix and can't, please report that as
a separate bug.

Since you suggest it's James Hunt's responsibility, reassigning to the
Upstart project.
