Title:
  Distribution Upgrade needs to restart if network connection is lost

Status in “update-manager” package in Ubuntu:
  New

Bug description:
  Binary package hint: update-manager

  Upgrading from 10.11 -> 11.04
  To reproduce:
  1. Start Distribution Upgrade.
  2. Follow wizard until Getting New packages starts to download the new packages
  3. Disconnect network

  Expected Behaviour
  1. Ask user if they want to retry Getting packages (allowing the user to restore network connectivity)
  2. If yes, restart the upgrade process at Getting New Packages
  3. If no, reverse upgrade as currently happens

  Actual Behaviour:
  The upgrade is reversed

  As it take quite a long time before packages start to get download, it
  is painful to have to restart the upgrade is network is temporarily
  lost.
