If apt-get or apt-add-repository don't have a tty and are being run non-
interactively (e.g. through cloud-init), they will hang waiting for
confirmation if the user doesn't specify -y.  Ideally they should either
fail and log that the user must specify -y, or succeed without trying to
grab the user's input.
