  no admin account after upgrade

Status in “update-manager” package in Ubuntu:
  Incomplete

Bug description:
  I cannot download skype, and my problem is serious after nobody on the
  computer has administrator privileges I will need a live
  representative, I have tried every form of password recovery option
  listed online, I suspect there is no admin account anymore.  I cannot
  seem to reinstall the system with the start-up CD either, and the
  guest account is the only account that can be accessed unless I hold
  down the shift key at startup, I think I will crash the system if I
  try anything else to recover the password, because I do not know
  anything about computer code, and need a live representative, (I can
  figure out how to save word documents on my student U drive from
  another network, but I am locked out of every single new feature of
  Ubuntu after ubuntu 8.10, except for the Flash player, which installed
  during the upgrade...
