Thank you for taking the time to report this bug and helping to make Ubuntu better. I've experienced this behaviour on a Dell Mini 9 as well. Please execute the following command, as it will automatically gather debugging information, in a terminal:
apport-collect BUGNUMBER

Title:
  lcd brightness changes unwanted

Status in “acpid” package in Ubuntu:
  Incomplete

Bug description:
  I'm using ubuntu maverick with latest updates on a Dell Latitude E6400
  laptop. Since some days the brightness of the LCD is changed non-
  deterministically to a certain value. After that it is possible to
  change the brightness to my previously set value as normal. There are
  several scripts/ways in ubuntu to change the LCD brightness. Please
  help me to provide more information to uncover this strange behaviour.
